Opportunity
The Corporation of the City of Burlington (the “City” or the “Owner”) is soliciting Bids from qualified and experienced Landscape Architectural firms for the design and contract administration of a splash pad facility at Brant Hills Park. In addition, there is an adjacent baseball field outfield netting barrier upgrade requirement that is an integral aspect of this project.
This is not a design-build contract.
Bidders must submit all necessary information as set within this request including the ability to demonstrate they have completed projects of similar nature. Bidders are strongly encouraged to provide a precise methodology in their Bid. To be considered for evaluation, Bidders must meet the following mandatory requirements:

Bidders must have designed (3) outdoor splash pads within the past 5 years.

Bidders must have over ten (10) years’ experience with contract administration of similar projects.
Note - Examples do not have to be specific to a municipality.
The City requires the successful Bidder to be prepared to commence the Work immediately upon receiving instruction from the City.
Information about Existing Park
Brant Hills Park is located at 2300 Duncaster Drive. The park parcel was originally assumed by the city in 1977. Over the past several decades, it has developed into a larger community park with a community centre, library, three ball diamonds, three soccer fields, a playground, skate park and tennis court.
Overall scope of work
- Servicing Study to confirm that the existing site utilities have the capacity to facilitate a splash pad (e.g. water availability in the park, water volume, water pressure, electrical connection, storm sewer connection and capacity).
- Baseball Review to determine renovation requirements of existing protective outfield netting to better protect the new splash pad from fly balls (e.g. 20m segment of new netting at a higher height).
- Splash Pad Design to include a modest 250m2 (+/-) concrete spray pad for ages 1 to 15. Design can include some above ground play elements. Work to include a Servicing Permit from Halton Region (water) and a Building Permit from the City of Burlington for Site Servicing (storm sewer). Lighting is not a requirement of this project however electrical design is required to support the new splash pad.
- Shade Pavilion selection of a small pre-manufactured structure to be built overtop of existing concrete pad in adjacent dryland playground area (between the swings and the climbing apparatus).
- Structural Design to replace a section of protective baseball outfield netting as an outcome of the baseball flyball review. Structural work to also include footing design for the pre-manufactured shade structure.
- Public Engagement is not included as part of the scope of work.
Assumptions
The following are assumptions related to the new splash pad and this bidding opportunity.
- The existing 8” water line into the park can service the new splash pad so that a new water line will from Duncaster Drive will not be required.
- There is enough existing available power in the park.
- The proposed splash pad location is suitable for a new splash pad.
- There is enough available capacity in the existing storm sewer network.
- The electrical room on the east side of Brant Hills Community Centre will house the new backflow preventer and any new required electrical cabinets.
- No new parking will be required to support the splash pad facility.
Budget, Schedule and Scope of Work
Budget
The available funding for all contracted construction is $400,000. Through the design process, the consulting team and city project lead will determine the split in funding for the baseball netting upgrade and the splash pad facility (which will include the shade structure and connection to utilities).
The City will hold, in a separate account, funding for all other project related costs such as 15% contingency, HST, permits, geotechnical and surveying services, etc. The fee for design services related to this RFP does NOT come out of the construction budget.
Contract #1, Schedule – Baseball Safety Netting Upgrade
The ball diamonds at Brant Hills Park close for the season after Labour Day September 2019. To minimize field closure in the spring, the safety netting upgrade contract should be executed so that construction happens in Q-4 2019. There is a small window to complete this project between the end of ball season and year end.
Contract #2, Schedule – Splash Pad Facility
City Council has committed to the residents of the Brant Hills Community, a new splash pad in the summer of 2020. The intent is to have all design and permitting in place for a January tender for construction starting in late April 2020 (or as soon as ground conditions permit). Estimated total completion date is the end of July 2020.
Scope of Work Details
Project Initiation
Attend a start up meeting with the Project Team to clarify project requirements, confirm the work program and receive available background information from the City. Background information includes the following documents:
- 2019 Topographical Survey
- Geotechnical Study
- Identify connection to utilities/services for incorporation into the design.
- Prepare base information for concept and working drawing development.
- Carry out site review analysis for the project area.
Design Development, Permits, and Tendering Integration
In addition to reviewing the standard background information, there are several other considerations that are to be integrated into the overall design, such as:
- accessibility
- environmentally responsible design and construction
- resilience in relation to security and vandalism, and
- operational impact (cost, recommended inspections, staff requirements)
- maintenance (full lifecycle of any proposed assets)
Accessibility
The City of Burlington is committed to ensuring that people of all ages and abilities enjoy the same opportunities as they live, play and visit in our parks. In early 2011, City Council approved the City of Burlington Accessibility Design Standards. These standards are to be integrated in all proposed design changes to the park including proposed walkways, playgrounds and splash pad.
Responsible Design and Construction
Incorporating sustainability into any changes in the park is simply smart and responsible design. All proposed works should consider environmental impacts as well as operational costs and social benefits, e.g.:
- removal of material off site
- re-use of grey water from splash pad
- water consumption
- use of green products (where applicable)
Deliverable #1 - Concept Development
- Prepare an overall concept plan for the baseball netting upgrade and splash pad facility. The concept plan should demonstrate a comprehensive understanding of underground utilities upgrades and reflect preliminary costing.
- Confirm budget split for Contract #1 and Contract #2.
- Prepare storm water report
- Attend six (6) City meetings and carry out communication as required to develop and refine concept.
- Pre-consult with Site Plan Committee, Building Department
Deliverable #2 – Design Development (25% Detailed Design)
- Prepare detailed design drawings and specifications for both Contract #1 and #2.
- Provide corresponding cost estimate for each phase of work.
- Provide a 3D coloured rendering for City to publish on project web-page.
Deliverable #3 – Design Development (75% Detailed Design)
- Prepare detailed design drawings and specifications for both Contract #1 and #2.
- Provide corresponding cost estimate for each phase of work.
Deliverable #4 – Pre-Tender Review and Permits
- Submit Drawings to city project leader for Site Plan Review. A formal Site Plan Approval process is not required for this project.
- Apply for Regional Water Permit on behalf of the City.
- Submit drawings and sign “General Review Commitment Form” for the city project leader to apply for a Building Permit for site servicing (if required).
- Revise drawings (as required) until all approvals and permits are in place.
Deliverable #5 – Issued for Tender Package
- Prepare “Issue for Tender” drawings, specifications and bid forms, incorporating standard terms and conditions from City for Tender by the City.
- Assist City staff to answer questions from bidders during Tender period and prepare addenda if required.
Deliverable #6 – Issued for Construction Drawings
- Prepare “Issued for Construction” drawings that reflect any addendums.
